The CFO performs its functions and responsibilities through a programme framework consisting of four programme areas, namely:
- Migrant Social and Economic Integration: Aims to ensure that all Filipinos migrating to other countries are adequately prepared to meet the practical and psychological problems attendant to international migration.
- Filipino Education and Heritage: Aims to promote Filipino education programs overseas, and provide younger overseas Filipinos overseas with opportunities to learn Philippine language, history, culture, language and institutions.
- Filipino Unity and National Development: Aims to foster better cohesion and purpose w among various overseas Filipino organizations for the promotion of their own interests within a broader Filipino community.

Policy Development and Data Banking: Aims to provide a continuing study and review of the economic, social, legal, and administrative environment that has a bearing on the status of Filipinos overseas.
