President Rodrigo Roa Duterte honored 23 distinguished and outstanding overseas Filipinos and foreign-based organizations from 11 countries during the Awarding Ceremonies for the 2016 Presidential Awards for Filipino Individuals and Organizations Overseas (PAFIOO) on Monday, December 19 at the Malacañan Palace.
In offering his snappiest salute to the awardees for their accomplishments and assistance to their fellow Filipinos and to the Filipino community, the President echoed one of his favorite quotes by Stephen Grellet in appreciation of the collective accomplishments by the Presidential Awardees, “I shall pass through this world but once. Any good therefore that I can do or any kindness that I can show to any human being, let me do it now. Let me not defer or neglect it, for I shall not pass this way again.”

A new legislative measure strengthening the Republic Act 6955 or the Anti- Mail Order Bride Act is enacted into law on July 21, 2016.
The Republic Act 10906 or An Act Providing Stronger Measures against Unlawful Practices, Businesses, and Schemes of Matching and Offering Filipinos to Foreign Nationals for Purposes of Marriage or Common Law Partnership widens the scope of RA 6955 which only covers Filipino women.
We are pleased to announce the opening of the CFO-Clark Extension Desk at the “One-Stop Processing Center in Clark (OSPC)”. The One-Stop Processing Center, inaugurated on September 15, 2016, is located at the Clark Polytechnic Compound at Jose Abad Santos Ave. Clark Freeport Zone and minutes away from the Clark International Airport.
The OSPC is in response to President Rodrigo Duterte’s instructions to ensure efficiency in government especially for Filipinos going abroad. Filipinos may avail of an array of pre-departure services from the following agencies hosted by the OSPC: Commission on Filipinos Overseas, Bureau of Immigration, PhilHealth, Pag-IBIG Fund, Philippine Statistics Authority, National Bureau of Investigation (NBI), Philippine Overseas Employment Administration, Overseas Workers Welfare Administration, Department of Labor and Employment, Technical Education and Skills Development Authority, Professional Regulation Commission, Department of Education, Commission on Higher Education, Social Security System, among others.
Filipino leaving the country as emigrants or those issued permanent resident visa may now register at the CFO-Clark Extension Desk and attend the mandatory Pre-Departure Orientation Seminar (PDOS), Peer Counseling Session or Guidance and Counseling Program (GCP).
All Filipinos who hold an immigrant visa are required by the Philippine Government to register with the CFO prior to their departure for a country where they are to permanently reside; this is implemented in accordance with Batas Pambansa Bilang 79 (Republic Act 79) and Section 2-b of Executive Order No. 346 of 1996.
On the other hand, the Guidance and Counseling Program (GCP) is for fiancé(e)s, spouses and other partners of foreign nationals or of former Filipino citizens as required by Republic Act 10906 (“Anti-Mail Order Spouse Act of 2016) and Republic Act 10364 (“An Act Expanding the Anti-Trafficking in Person Act of 2012”).
The CFO will also be offering the Pre-Departure Orientation Seminar (PDOS) for Filipinos leaving the country to participate in the Exchange Visitor Program (EVP) and the Country Familiarization Seminar (CFS) for Au Pair participants bound for Europe at the One-Stop Processing Center.
After completing the registration process, a CFO registration sticker will be affixed to the emigrant’s passport. This document will be inspected by the Bureau of Immigration at the airport on the day of their departure; attendance to the abovementioned seminars is a pre-requisite when exiting the country.
