International migration has a long history in the Southeast Asia region. In recent years, it has acquired a remarkable scale, diversity and great significance. Labor migration has been the center of several regional dialogues and consultations while interest in the area of migration and development began to increase among various governments and other stakeholders.

With the continuing concern on labor migration and the growing attention on migration and development, the Commission on Filipinos Overseas (CFO), with the support from the Governments of Indonesia and Viet Nam, initiated the project "Advancing Regional Cooperation on International Migration among Southeast Asian Countries".

Implemented under the framework of the joint EU-ICMPD initiative "MIgration EU eXpertise" (MIEUX), the Project started in 2012 and concluded in October 2013 with the overall aim to advance the ongoing regional cooperation on mobility and migration, and to support the efforts of mainstreaming migration and development. This was accomplished by convening three regional conferences in Manila, Jakarta and Hanoi among various SEA governments and concerned regional stakeholders.

Specifically, the Manila Conference (12-13 December 2012) took stock of the migration and development situations of the respective SEA countries and the various existing regional and international consultative processes on migration. Meanwhile, the Jakarta Conference (29-30 August 2013) put emphasis on the impacts of mobility and migration and the best or emerging good practices on migration and development in the region. On the other hand, the Ha Noi Conference (14-15 October 2013) centered on preventing irregular migration, protecting rights of migrants, engaging diaspora and strengthening partnerships with various migration and development stakeholders.
