Cross-Continental Sharing of Ideas and Best Practices for the Welfare of Migrants

The Commission on Filipinos Overseas (CFO) hosted a delegation from the Republic of Kenya for a benchmarking visit to the Philippines focused on diaspora engagement, labor migration, and counter-trafficking in persons on 27 November 2019.

The CFO, represented by Ms. Ivy Miravalles and Mr. Rodrigo Garcia Jr., welcomed 21 members of the Kenyan delegation that included members of the parliament, department officials as well as private sector representatives.

CFO’s presentation gave the delegates the opportunity to learn more about the Philippines’ current framework for the administration of overseas Filipinos as well as our best practices in relation to migration and development.

Other agencies such as the Inter-Agency Council Against Trafficking, the Bureau of Immigration, the Department of Justice as well as the National Bureau of Investigation also presented their respective programs and services.


The Kenyan delegation was headed by Labour and Social Protection Cabinet Administrative Secretary Abdul Bahari Ali Jillo and International Organization for Migration Kenya Chief of Mission Sharon Dimanche. The Kenyan delegates also paid visits to different migrant serving agencies such as the Department of Foreign Affairs (DFA), Philippine Overseas Employment Administration (POEA) and the Overseas Workers Welfare Association (OWWA).
